This is Jorge José Emiliano dos Santos, aka Margarida (This was his nickname - "Daisy" in English). He was a referee some time ago now, he had a very comical way of refereeing, and so became popular through this. This is a very under rated video for what it's worth.
As a side note, he died very young from AIDS, so RIP.

That is not Jorge José Emiliano dos Santos. That's Clésio Moreira dos Santos, also known as "Margarida" (Daisy), born in 1958, in Brazil and he still lives. He's not homosexual or even effeminate. When he refereed (he's now retired) he played the role of Brazilian flamboyant homosexual referee, Jorge Emiliano dos Santos (not related as far as I know), who was the original "Margarida", and who did die of AIDS (AIDS related complications) in 1995.
